403 with quota_required for API or WEBHOOKS.
Cause
The workspace plan does not include the API or WEBHOOKS entitlement.
Fix
- Confirm the workspace has API access.
- For webhook setup or delivery, confirm WEBHOOKS access.
- Update billing or contact support with the workspace id.
